Sam Mowbray

Samantha (Sam) Mowbray is the Chief Executive of Swindon Borough Council, having been appointed to the permanent role in May 2024 after serving as Interim Chief Executive from August 2023. Sam has played a key role in leading the development of the Swindon Plan, a strategic vision shaped through extensive consultation with residents, businesses, and partners. She has also overseen the creation of a performance framework to ensure progress and accountability.

Sam has a strong track record in public service, with previous roles including Chief Operating Officer, Director of Performance, and Head of Performance, People and Engagement at Swindon Borough Council. She has also held leadership positions at West Sussex County Council, The Scout Association, and Westminster City Council. Sam is passionate about fostering a positive organisational culture, leadership development, and delivering continuous improvement in services for residents.
